WINTER PARKING
Residents are reminded that there is no parking on the village streets between November 1 and April 1 during the hours of 2 am until 6 am. Our snow plow crew does its best to keep the sidewalks and streets passable, and anything blocking these make this work difficult. This includes trash or trashcans in the village right-of-way or on sidewalks.
BURN BAN
Please remember that the Burn Ban in the Village is in effect. The Firepit/Campfire permits are no longer valid and there is no burning allowed in the Village.

The Treasurer has designated 7:30 a.m. to 4:00 p.m., Monday through Friday, from June 1, 2020, to July 1, 2020 for the collection of taxes without penalty. The revised recreational fire regulations and a new fire permit form have been approved by the Village of Champlain Board of Trustees. PLAYGROUND NOTICE
I have been informed by the Clinton County Health Department that playground equipment should not be used at this time. The Corina virus can remain on surfaces for a long time, and to keep our residents from spreading the virus and getting sick, we will put tape around the equipment to indicate that it should not be touched. Please comply. I recommend that you get outdoors to walk, jog, hike, ride a bicycle or visit a park which are healthy ways to stay active, spend time with your family, and reduce stress and anxiety while engaging in social distancing strategies. Village of Champlain Annual Tree Lighting
Come join the holiday fun in the Village of Champlain. Kids Crafts and a Candy Cane hunt will take place from 12-1:30 pm at the Champlain Meeting House. At 6:30 p.m. in Paquette Park, Santa will arrive on the fire truck to hand out gifts. The community is invited to sing Christmas carols with our local Girl Scouts. Free hot chocolate. All are welcome!

Judging will take place the week of Dec. 15-21st. Residents are asked to turn their lights on by 5 pm. Winners will be announced on or before January 1st.

Household Characteristics Survey
The Village of Champlain will be conducting a Household Characteristics Survey of some of our municipal water system users beginning the week of May 27th, 2019. We plan to replace some water main lines and must conduct this survey to document that we are eligible for financial aid. Only water users on the streets affected are being asked to participate. Those who receive a survey are requested to fill it out right away and return it ASAP in the self-addressed stamped envelope. RCAP Solutions, a not-for-profit organization, is helping with the survey at no cost to the Village. We need a very high rate of return and if RCAP does not receive enough surveys in the mail, we will be going door-to-door to make sure we get the required minimum number of surveys. Please get your survey in early. Your participation is critical to show that we are eligible for grants that will help keep our water rates lower. This survey is confidential. FIRE PITS/CAMPFIRES IN THE VILLAGE
There will be a temporary lifting of the burn ban in the Village of Champlain from May 25th, 2019 to October 31st , 2019.
This temporary lifting is subject to revocation at the discretion of the Village Board.
The following rules are in effect during the trial period:
The temporary lifting of the burning ban starts on May 25th, 2019 and ends October 31st, 2019.
Small fires less than three feet in height and four feet in diameter used for cooking and campfires, provided that only charcoal or untreated wood is used as fuel and the fire is attended by an individual of suitable age until the fire is extinguished.
The burning is contained by nonflammable material commonly used as a fire-containing apparatus, or structure. Examples of commonly accepted structures include a fire pit no less than 10 inches deep, a stone fire circle no less than 10 inches in height, prefabricated fire-burning products, such as a chiminea or other products commonly marketed as outdoor/patio fire-containment units containing a basin and fire-screen.
The burning is located at least 25 feet from any structure such as a home, garage, mobile home, etc; and the burning is located 25 feet from any adjacent or neighboring property line.
The burning of construction debris, plastics, tires, tar-based materials, oil or petroleum based products, hazardous materials, chemicals, and similar materials or waste is prohibited.
Burning of household trash, garbage, refuse, household waste, commercial waste, construction waste, combustible liquid, debris waste, hazardous waste, junk, rubber, plastics, stumps, tires, tar based materials, products of salvage operations, chemicals, and similar materials is prohibited.
This trial period can be terminated at the discretion of the Village Board at any time.

VILLAGE OF CHAMPLAIN
WHEREAS, the next Village Election for offices of the Village of Champlain, New York, will be held on March 19, 2019, and
WHEREAS, the Board of Trustees of said Village must designate, by resolution, the polling place and hours which the polls shall be open, per Section 15-104-3b of the State of New York Election Law; then be it therefore
RESOLVED, that the Board of Trustees of the Village of Champlain has determined the polling place shall be at the Village of Champlain Office, 11104 Route 9, Champlain, New York, with the polls being open from
12 noon to 9 p.m., and
BE IT FURTHER RESOLVED that as required by Section 15-104-3b of the State Election Law, notice of said Village polling place and time the poles will be open be given at least sixty (60) days prior to said Election date.
THIS RESOLUTION shall take effect immediately.

BUDGET WORKSHOP
The Board of Trustees of the Village of Champlain, 11104 Rt. 9, Champlain, New York, will hold a budget workshop for the purpose of working on the 2019-2020 Village Budget and any other business that may come before the Board. The workshop will be held on Monday, February 25, 2019 and will begin at 6:00 p.m. The meeting is open to the public.

Please be advised the Village of Champlain will collect Property Tax bills until November 1st, 2018. After that date they will be turned over to Clinton County for collection.

Water Shutoffs due to non-payment of water/sewer bills
Notice of non-payment to be sent out on the 10th day after due date.
Notice to shut off water will be delivered on the 15th day after due date and shutoffs will begin on the 17th day after due date.
The fee for discontinuing and restoring service has been increased to $25 for each action. These items must be collected along with usage charges and late penalty fees of 5% before water service will be restored.
No partial payments or post-dated checks will be accepted.
